Permits, biosecurity and the rural lease

Depending on flock size, the unit is subject to declaration, registration or authorisation under the French classified installations regime, and the change of operator must be brought to the prefecture's notice. Obtain the order in force: it sets the distances to third parties, the effluent storage capacity and the spreading conditions. The buyer then confirms that the flock register is kept, that the biosecurity plan is current, and that the avian influenza measures are observed, since these govern access to the range, the protection of water points and the empty period between batches.

The land side deserves the same care: rented parcels come under a rural lease, continued with the incoming farmer subject to the landlord's agreement, and the deal passes through the structures control, the French authorisation regime for taking over farmland, and through SAFER, whose pre-emption right may be exercised. Ask for a separate valuation of buildings, equipment and land. Supported entry into farming requires the agricultural qualification and an application filed before signature, a timetable built with the seller.
