Watering rights, soils and Roussillon buildings

Nothing is examined before water. Much of the plain is served by old gravity-fed canals run by landowners' syndicates whose rules, watering turns and subscriptions need to be understood; elsewhere, irrigation rests on boreholes whose permit and authorised volume must be produced. For anyone buying a cereal farm here, those documents matter more than a description of the fields. Then study soil texture, the silts of the Têt and the Tech, the stony terraces of the Aspres, along with levelling, stoniness and any salinity in the lower country near the lagoons.

Buildings sold with the land were often designed for vines or fruit: cellars, packing sheds, cold rooms, a washing area. Turning them over to grain calls for clear volume, a sound slab and lorry access, all to be costed before an offer. The Catalan mas that comes with the holding belongs to an active residential market sustained by the nearby coast, and should be valued apart from the productive assets.

Roussillon plain, Aspres, Fenouillèdes and Cerdagne

The plain, from the Ribéral to the Salanque, concentrates the land that can be worked and watered, but competition from vegetables, orchards and urban growth keeps values high. The Aspres, between Thuir and Ille-sur-Têt, alternate abandoned ground, vines and dry fields where winter crops remain possible without watering. Northwards, the Fenouillèdes, towards Saint-Paul-de-Fenouillet and Maury, combine cereals, sheep and vineyard on schist soils. At altitude, the Cerdagne and the Capcir around Mont-Louis carry hay meadows, forage and potatoes rather than conventional cash crops.

The Conflent and the Vallespir, cut by narrow valleys, leave little room for large fields. Supply is therefore grouped on the plain and its margins, where the units offered frequently pair cropland with former vine plots that have been grubbed up. Ask for the cropping history of every block: it explains the state of the soil, past treatments and how realistic a change of use would be.

Drought, designations and legal checks

Pressure on the water resource is the first risk to investigate. Ask for the record of restriction orders, the status of the sector under abstraction management rules, the volumes actually delivered in recent seasons and the maintenance condition of the canals or boreholes. Enquire too about ground-mounted solar projects mentioned on certain fields: a lease promise, an easement or an option signed by the vendor changes both the value and the future use of the land. The structures control, the prefectural authorisation to farm, applies to the handover, and SAFER, the rural land agency, is notified of farmland sales.

Then verify the rural leases in force, the precarious occupation agreements that are often verbal in this department, and any pre-emption rights. Check the transfer of basic payment entitlements, the accuracy of the field register, whether a plot lies inside a wine appellation area, which alters what a replantable parcel is worth, and the easements attached to the canals and to the flood zones of the Têt and the Agly.
