What is a leisure ground?

 There is no legal definition of a leisure site, as this classification is not provided for in the town planning code. Generally speaking, these are plots of land in areas that are not suitable for building on, either natural or agricultural, and on which the owners have set up camping and leisure accommodation. 

Recreational sites are therefore undeveloped plots of land on which you will find trees, or even an orchard or a wood, a body of water such as a river, a stream or a pond for fishing enthusiasts, etc. Rarely larger than a few hectares, these quiet, wooded plots of land, often fenced off, are located in the heart of nature or close to tourist attractions (seaside, countryside, mountains, etc.) or towns.

It should be noted that even if this land has been used for leisure purposes for a very long time, this history does not confer any rights under town planning regulations.

Is it possible to build on recreational land?

Recreational sites are usually located in agricultural (A) or natural (N) zones in local town planning schemes. The construction of dwellings is highly regulated in these zones, so you will not be able to build a house there. If your local PLU contains STECAL (Secteur de Taille Et de Capacité d'Accueil Limitée) zones, you may be able to build in these areas.

On the other hand, you may be able to install Light Leisure Dwellings. They must be temporary or seasonal in nature and must not exceed a maximum of 3 months per year.

Price of a leisure site

 As recreational land is not building land, but more often than not farmland or woodland, the selling price is much lower than that of building land.

The price will therefore be closer to the price of farmland, woods and forests, or ponds if there is a body of water (if there is a pond, you will need to check that it complies with regulations).

There are a number of factors that will increase the price of a property compared with agricultural land. These include

  • The presence of a fence 
  • The presence of a building (chalet, bungalow, mobile home, shed, etc.)
  • Access to water, electricity and sewerage networks
  • The size of the plot: a plot that is too large will be penalised in terms of maintenance costs. 
  • Location: as with any property investment, the geographical location of your plot is crucial. An attractive plot just a few minutes from a town centre will be worth more.

On the other hand, other factors can reduce the price of the land: 

  • Presence of an easement for the benefit of a third party (right of way)
  • Access to the plot via an easement (for the benefit of the leisure site)
  • Location too isolated and far from potential buyers
  • close to industrial or agricultural activities

However, if you are the vendor, the SAFER's right of pre-emption applies to the sale of agricultural land that is free to let. It could therefore intervene
