By the way, what is a guest house?

Article L.324-3 of the French Tourism Code defines chambres d'hôtes as "rooms furnished by the owner with a view to welcoming tourists, for a fee, for one or more nights, accompanied by services".

Services include breakfast and at least household linen. Accommodation is provided by the owner in his own residence, whether in the same building or in an adjoining building.

Each guest room must have access to a shower room and toilet, and must comply with health, safety and hygiene regulations.

Additional services may be provided, such as meals as part of a table d'hôtes.

It is important to note that the bed and breakfast business is limited to 5 rooms and may not accommodate more than 15 people at any one time.

Is it profitable to buy a guest house?

Buying a guest house will enable you to make a capital investment while developing a tourism business.  By taking over an existing bed and breakfast business, you will be able to draw on its known profitability to finance your project. This is a great opportunity to earn seasonal rental income very quickly from holidaymakers who have already registered at the time of your purchase. You may also be able to buy the existing furniture in each room, so you'll be up and running straight away. 

On the other hand, buying a house with a seasonal rental activity already in place will be an obstacle to undertaking major works very quickly and developing the existing tourist offer.

Buying a traditional property to develop a holiday rental business takes longer and can be more difficult to convince the banks to finance your project. This is because the prospects for rental income are always uncertain, which can scare off lending institutions. 
 On the other hand, you will have total freedom to adapt the property to your own taste and make it an ideal holiday destination.

Administrative procedures for your guest house

Registration with the Trade and Companies Registry

If you run your bed and breakfast business on a regular or principal basis, you must register this commercial activity with the Registre du Commerce et des Sociétés. You now have to go through the one-stop shop managed by INPI to carry out this registration.

Declaration at the town hall

A prior declaration of your activity must be made to your local council using cerfa form no. 13566. You will receive an acknowledgement of receipt for your declaration.

Social security affiliation

The operator must register with the Régime Social des Indépendants for his bed and breakfast business. This is compulsory if your annual taxable income exceeds €5,719 (for 2023).

Below this figure, your income will not be subject to social security contributions, but only to social security deductions when you file your tax return.

The operator will be able to opt for auto-entrepreneur status up to a revenue threshold of €188,700. Social security contributions will be deducted from the revenue received at a rate of 12.8%, to which must be added a contribution towards vocational training and room and board costs.

It is also possible to opt for a self-employed status. In this case, the social security contributions will be calculated on the actual income from the activity and not on the revenue.

Certification

Unlike gîtes, chambres d'hôtes cannot be classified as furnished tourist accommodation.

And there is no star system for classification, as there is for campsites or hotels. There are, however, a number of private labels (Qualité Tourisme, Gites de France, Clévacances, etc.).

What taxation applies to income from guest houses?

Imposition des revenus

For tax purposes, the bed and breakfast business is considered to be a parahotel and not a furnished rental.

Income is taxed as Industrial and Commercial Profits or under the Microentreprise scheme (for self-employed entrepreneurs). In the case of Micro-BIC, the profit is calculated after a flat-rate allowance of 71% on the revenue received. 

VAT

The bed and breakfast business is also subject to VAT unless it qualifies for the VAT exemption scheme.

VAT exemption: below a revenue threshold of €91,900, the operator does not charge VAT and cannot deduct VAT either.

Above this threshold, the operator must register for VAT. Services are subject to a rate of 10% for accommodation and breakfast (and table d'hôte) and 20% for other services.
